It provides an article per article commentary of the provisions of the two Conventions adopted in the second part of last century; the 1952 International Convention for the Unification of Certain Rules Relating to the Arrest of Sea-Going Ships and the 1999 International Convention on Arrest of Ships with reference to the travaux préparatoires. President of the Comité Maritime International (“CMI”) from 1976 to 1991, President of Honour of the CMI, Observer for the CMI at the IMO/UNCTAD Joint Intergovernmental Group of Experts on Maritime Liens and Mortgages and Arrest of Ships and at the 1999 Diplomatic Conference on Arrest of Ships.
Member of the Italian Delegation at the 1951 Naples Conference of the CMI when the Draft Convention on Arrest of Ships was discussed. As President of the CMI the Author has supervised the work of the CMI International Sub-Committee which prepared the new Draft Convention on Arrest of Ships approved by the CMI Lisbon Conference in 1985 and had then attended, as observer for the CMI, all sessions of the IMO/UNCTAD Joint Intergovernmental Group of Expert and the subsequent Diplomatic Conference which adopted the new Arrest Convention.
